The strategic vision of Egypt 2030 depends on human development and increasing abilities through knowledge and innovation in the light of governance approach in governmental and civil organizations as a ratified mechanism for administrative reform and restructuring. Hence, in its strategy, Tanta University uses an innovative administrative model relying on Management by Objectives (MBO) as a ratified administrative mechanism to manage service institutions that need to change into economic ones depending on self-resources. Thereupon, a standardized test is used to measure skills of applicants for managerial positions and to find out their administrative competency so that choice can be made with integrity according to many scientific and technological foundations. These foundations are dealt with in the Test of Leadership Skills and Competencies (TLSC).
